The current generation of AppleTV is based on a heavily modified version of iOS, and has an internal name of AppleTV2,1. AppleTV3,1 is mentioned in these strings, and represents an as yet unannounced piece of hardware.
Generally, if the update is after the comma in the name, it’s a minor one (so if it were AppleTV2,1 to AppleTV2,2). Since this is a jump to version 3,1, we could see some major changes here. If the AppleTV managed to get the iPad 2 and iPhone 4S’ A5 processor, you could expect some pretty beefy graphics output hopefully full 1080p, and maybe we’d finally see an app store for the device.
