According to an internal document acquired by href="http://www.sprintfeed.com/2011/11/all-iphone-4s-sims-to-be-locked-at-activation-starting-november-11th/">Sprintfeed, Sprint will begin locking the SIM card on all new iPhone 4S devices.

Starting tomorrow, all iPhone 4S devices will have the SIM locked. The locking occurs during the activation process and is invisible to the customer (no extra action is needed by customer or rep).

There was href="http://www.everythingicafe.com/sprint-plans-to-lock-iphone-4s-then-offer-unlock-to-good-customers/2011/10/14/">confusion in the Sprint camp with regards to the microSIM card slot, which shipped completely unlocked. Shortly after release, Sprint issued this statement:
…the Sprint style="color: #212121;">iPhone 4S will ship with its micro-SIM slot unlocked. However, Sprint now says that it will be locking that slot “shortly after launch” via an update pushed to those devices. After the slot has been locked, Sprint says that it will allow customers in good standing to unlock the SIM for international use in the future.
According to the memo, existing Sprint iPhone 4S customers will not see a change to their SIM card, so they will effectively be able to keep their unlock.
Having an unlocked SIM slot allows users to utilize local SIM cards when traveling overseas and not having to pay higher rates associated with roaming charges.
